Outcome Report – Key Concepts and Good Practices: Implementation of the Revised Standards of FATF Recommendation 8 summarizes the main takeaways from a regional workshop organized by the OSCE Transnational Threats Department / Action against Terrorism Unit and the EU Global Facility on Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) for representatives from Central Asia. The workshop systematically examined the key principles and concepts underpinning the revised Financial Action Task Force (FATF) Recommendation 8 (R8) and Immediate Outcome 10, to provide technical guidance and good practices on the actions to be taken to demonstrate compliance. In November 2023, the FATF published amendments to R8 and its Interpretive Note “to address the misapplication and misinterpretation of Recommendation 8”. The revised R8 and its Interpretive Note place a particular focus on a risk-based approach, namely, focused, proportionate and risk-based measures in identifying, preventing and combatting the abuse of non-profit organizations for the purpose of terrorist financing.
